HERALD SUN

Page 1: A bashed and bleeding Carl Williams lay dying in his prison cell for 25 minutes
before he was found by guards. The security lapse was revealed as the police corruption
watchdog took control of the murder investigation.

Page 2: Victoria stands to gain hundreds of extra hospital beds and speedier access
to elective surgery under a historic but fragile deal between the federal government and
the states.
